中国扑杀数万只狗以预防狂犬病在人群中蔓延的做法并不能真正地解决问题。历史告诉我们，这种十分不人道的扑杀犬只的做法存在着很多问题。最近发生的类似的失败例子，就是印尼佛罗力斯岛为了防止人类感染上狂犬病，扑杀了80万到100万只狗，然而时至今日狂犬病仍蔓延与岛内的犬类动中，不必要的人员伤亡还在继续。

我们大可不必以大规模扑杀犬只的方式来消除狂犬病给人类带来的威胁，因为我们有更有效的方法。我们已掌握了各种“得力工具”去对付世界上任何一个狂犬病疫区，所要做的就是利用好这些“得力工具”。成功抑制狂犬病传播的最有效的方法就是进行有组织的疫苗接种活动。事实证明，当某地区的70％的犬只接种了有效的狂犬病疫苗，狂犬病就会销声匿迹。现在全世界都有接种最好的狂犬病疫苗的机会，并且近来在不同国家已有很多通过接种疫苗有效地消除了狂犬病威胁地成功例子。最近地有效抑制狂犬病传播地成功例子来自于拉丁美洲。由泛美卫生协会(Pan American Health Organization)倾力发起的犬类疫苗接种与控制计划在拉丁美洲得以彻底实施。结果，现在准备绝大多数拉丁美洲国家不是因此已经消除了狂犬病的威胁就是不久将实现这个目标。

狂犬病防治联盟是一个独立的非营利性机构，成员都是来自世界各地的专家。该机构致力于提高世界狂犬病防治的意识以及采取大规模措施控制亚洲和非洲的狂犬病。在这些地区狂犬病的死亡率达90%，其中45%—60%的感染者是低于15岁的儿童。此联盟的建立有助于为防止人类感染狂犬病提供更佳方案，而不是对犬进行扑杀。这些方案包括接种狂犬疫苗行动，对易暴露人群、兽医、医务人员进行教育，增强诊断监查能力以及对病危或已发病的人群接种发病前和发病后的疫苗。该组织的目的是通过“医疗一体化”建立更有效的合作关系，运用统一方式解决不同地区与兽医、医疗、野生动物福利部门相关的狂犬病问题。

的确，数千年来狂犬病这一古老的灾难一直困扰着我们。但是，我们没有必要还运用古老的方式——扑杀来消除人类健康的致命威胁，尤其是当接种狂犬疫苗已被证明是行之有效的方法的时候。

A letter from The Alliance for Rabies Control (ARC)

Dear Sir

Killing hundreds of thousands of dogs in China as a solution to prevent rabies in humans is not likely to work. History has taught us that this is type of strategy is fraught with problems beyond the obvious inhumane methods that are used to eliminate dogs. The most recent example of a similar program that proved to be unsuccessful occurred on Flores Island where 800,000 to a million dogs were destroyed in an attempt to prevent human rabies and yet rabies is still present in the canine population of the island and continues to take human lives unnecessarily.

We do not need to use massive culling of dogs to eliminate the threat of human rabies because we have a more effective method available. Indeed, we have all of the ‘tools’ required to eliminate rabies in the canine population anywhere in the world; all we need to do is to use them. The most effective method to successfully eliminate canine rabies is the use of organized vaccination campaigns. It has been proven that when 70% of the dog population is vaccinated with an effective killed rabies vaccine, canine rabies will disappear. Excellent rabies vaccines are available worldwide and there are several recent success stories of countries that have utilized this strategy to reducing and/or eliminate the threat of canine rabies. The most recent example of eliminating canine rabies on a grand scale comes from Latin America. Through efforts initiated by the Pan American Health Association, a canine vaccination and control strategy was implemented throughout Latin America. As a result, most of the countries throughout Latin America have either eliminated rabies in dogs or are on the verge of doing so.

The Alliance for Rabies Control is an independent non-profit foundation, composed of rabies experts throughout the world that is committed increasing the global awareness of rabies and is focusing their efforts on the implementation of large-scale programs for controlling canine rabies in Asia and Africa where 90 % of human deaths occur and where 45 to 60 % of the rabies victims are children under the age of 15. The Alliance was established to help provide better solutions, other than the mass killing of dogs, to prevent human rabies. These solutions include canine rabies vaccination programs, education of vulnerable populations and veterinary and medical staff, increasing surveillance and diagnostic capabilities, and the use of both pre- and post-exposure rabies vaccination for at risk and exposed individuals. The aim of the Alliance is to utilize a ‘One Medicine’ approach to establish a partnership that can effectively span different fields that will provide integrated solutions to the problems of rabies relating to the veterinary, medical, wildlife and animal welfare sectors.

Rabies is indeed an ancient scourge that has been with us for thousands of years, but we do not need to resort to the ancient method of mass culling of dogs to eliminate this deadly threat to human health, especially when mass canine rabies vaccination programs have proven to be a much better way to prevent the disease.

在这些轰轰烈烈的“运动”中，人类怎么不自己想想罪魁祸首到底是谁呢？？？

人类自己！该惩罚的是人类自己！

从根儿上有问题就是我们自己，自己意识到了，这些问题不会发生，人类不那么残忍，什么都吃，都喝，都穿，不会去捕杀那些动物，不吃哪里会来的病毒？病从口入，难道没听过吗？

人类自己在养动物时有责任心，有社会公德心，不会有那么多人死在狂犬病下！

也许我的话有些极端，不够全面，但是不可逃避的这就是这些问题的根本原因之一啊！！！

我们国家的狂犬病疫苗全是过期的，没用的，连人用的药都在造假，暴光的少了吗？狂犬病那么多，那些疫苗为什么不用？是因为他们也知道肯定没用呀，所以只能杀了，悲哀啊~~~~~~~~~~~~
