Different understanding on sex identification of green singing finch

Most commonly accepted view that female green singing finch has gray-streaked hair at throat , but I saw some foreign intelligence said that the female has a ring of dots that looks like a necklace across the front of neck. Here,how to assess these views? which is the closest thing to the truth?
